Open a large image. I like lots of room for the background.
drag off or copy and paste the glass tag to the new image.

I used a gradient settings and painted a bit as the background.

Apply the Toadies Mosaic Blur filter

This is the setting I used.

Zoom in and select the black line

Right click on the layer and delete the line. Add a layer.

Fill with a color. I ended up using pink.
As the lines are on a separate layer,
lightly erase the heavy outside lines

Merge the line layer and the background layer.
Move the opacity to about 40% or whatever you like.
Add a background layer (bottom layer) and fill with white.
Merge visible, crop to size and there you go!
